In the reactive area, the E and H fields are the strongest and can be measured separately. One field or the other will likely dominate, depending on antenna type. A loop antenna, for example, is dominated by the magnetic (H) field. The loop antenna appears to be the primary as a transformer because of the large magnetic field it generates.
